Pyongyang, North Korea v1.2

Changes:
v1.0 – initial release based on smoothed satellite elevation data
v1.1 – changes to terrain carrying water to enable ship transport, among other gameplay improvement related modifications
v1.2 – actually figured out how to update files on workshop (I think???) also, new icon to reflect the strength of juche
