—Description of the original Large Emergency Shelter—-
"A Large Shelter to allow your citizens to be safe from
disasters. A Shelter has a limited amount of space for
citizens, but you can choose which areas use which shelter by
planning escaped routes. After a disaster, citizens who have
lost their homes can live in the Shelter until they find new
housing in the city. Shelters are almost indestructible."
