Looking for some compact cable car logistics?

Jamey Camel-on is making a new movie with green men on an faraway planet! Now he needs a city in a unique place to shoot his movie. Of course this cannot be an ordinary city so he expects all public transit to be cable cars. Footpaths also encouraged.

Since it has to be a grand movie, it also has to be a grand city!
You have been tasked to develop part of this small island group in middle of the ocean, Good luck!

This scenario is intended to be played in vanilla cities skylines(+mass transit dlc).

Goals:

(note that this is the ‘relaxed’ (easy/normal) difficulty)

-transport 300k ONLY by cable car
-Get to a population of 25k

Losing conditions:

– play 200 weeks
– build any other form of public transportation than cable car (freight trains allowed)
– less than 0 money
– taking any loans

Notes

-The losing conditions appear a bit weird because cable cars are not in the scenario builder.
-Due to the way the map is made, influx of people can be quite slow.(hence the low goals)
-With some effort bridges can be made between islands, this can make the scenario a lot easier. This is however not in the spirit of the map.
-The natural recources can look a bit messed up, this is not intended.
-The connection road at the start of the map can be used for a much easier scenario, making use of this doesn’t really align with the maps goals though.

Tips

-You can expand in all directions, there are multiple highway entrances on the outer sides of the map.
-Stores and industry have to be connected with roads to the edge of the city for cargo, so building residential on islands without road connection will leave more room for industry and commercial.
-There is very little space to build, plan wisely
-The budget panel is your friend, try to cut costs wherever you can
-Policies such as ‘parks and recreation’ and ‘high tech housing’ can give big boosts to income and happiness
-Cable car stations can be chained so less changing cable car(and less stations) is needed during travel.
-Cable car stations are quite expensive, place them strategically.
-Filling every island is cool, but the bigger islands benefit more from some services due to scale
-Footpaths can help a lot with bringing people to their destination, use them!

Although visual mods and assets can improve game experience, mods that influence public transport or zone demand can make the scenario significantly easier.

If the scenario proves too hard or an easier one is wanted i can update and change the map, I can only fix some stuff(I do not have the skill to fix some bugs).
