You will need a short section of road to lay down the station.
For best results you should level the area before placing it.
This is a complete layout to use the Double Track Cargo Station by BloodyPenguin. The tracks of the station are connected only to one way tracks so no trains pass through the station.
If you connect the road to your industrial areas or commercial area the trucks will service your zones. If you connect every area you want to move cargo to/from only with these double stations, and no direct connected tracks across farther areas, the trains will be controlled because they will despawn and create a new train to continue on.
If you don’t connect the road to your road network, you will need to provide a trash processor (incinerator or recycle) and a police/fire station only to service the station. Then the station will cause trains to transfer all freight and despawn with can cut train traffic considerably.
To use this as a regional transfer, do not connect the roads to your city. Connect one of the train lines to the regional connection and the other side to your city and all import/export rail will be transferred at this station. You can place one of these at each regional line so that no outside trains ever enter your city. If you do, remember it will block outside passenger trains also, so you will need to address that if you want tourists to come in via trains. You can add a double tracked passenger station to a similar layout as this, or run a dedicated passenger line from the regional connection side of this layout direct to a single track on a multiplatform station (but make sure you do not connect through the station and use the track on the other side or you will allow regional trains to access your local system and they will cause havoc.)
It sounds complicated, but if you give it a try, your train traffic jams will forever be banished and your trucks will be greatly reduced because they will be used mainly to transfer cargo to and from the closest rail cargo station to commercial/industrial zoned buildings. Only a few trucks will then be used to import/export and not many will travel across your whole city anymore.
