You will find this road next to other paths in game menu.

It’s based on Park Life path.
I found out these works properly and don’t callapse after saving and loading a city. When I tried classic bicycle path as template I had various problems (collapsing under terrain) so that’s why I decided to use Park Life ones.
After Dark is also essential which is obvious (contains bicycles).
