- Open Find It and search for "rundown playground"
- Plop it next to a road
- You can use Move It to move it up to 2 cells away from the road.

Maintenance = 0 (as you can see it has not been maintained in years)
Entertainment = 20
All the rest of stats are set to zero (electricity/water/garbage/sewage).
