BUR3 Library
The “Pastor-Löh-Haus” in Burscheid serves many purposes. It seems to have been built as a school originally, and today houses offices of various political parties, the Red Cross and the city itself. It also harbours rooms for the Volkshochschule, which is what it’s known best for by the public. There’s no direct equivalent to that in Cities:Skylines for a VHS, but I figure a library is close enough.
The stats of the default public library have all been approximately halved on this one, to make it more suitable for rural areas.
