The plan retains the original layout of the canals, with Hoofdweg remaining the central street. Mercatorplein, situated halfway along Hoofdweg, was conceived as the urban and aesthetic focal point of the new neighbourhood.
The houses were built in the Amsterdam School style. The neighbourhood was completed between 1925 and 1927. This was partly thanks to a standing committee comprising the three architects behind Plan West – Jan Gratama, Gerrit Versteeg and Allard Hulshoff – who were employed by the Public Works Department. Architects who had also largely collaborated on Plan-Zuid designed the façades, after which a beauty committee assessed the whole. The façades were also the only element these architects were permitted to design themselves. The floor plans of the houses had already been designed by the architectural firm Gulden and Geldmaker."
