All basic unlocks at the start – No longer supported by the game
I was annoyed that you cant get the highway at the very beginning. So i made this little thing that starts you with all the milestones up to Busy Town. This means basic road infrastructure, fire department, health care including cemetary and so on. You get the idea.
This means you will get a cash boost at the beginning, but you will also have to provide all the basic utilities from the get go.
I have tested it with the following mods

Both work just fine with it, so there shouldnt really be any issues with mods that change population requirements and the prize money you get from the milestones.
