It is a prop that’s supposed to be mounted on lamps or other posts for a christmassy festive look.
You of course need more beautification to palce it ingame, I also highly recommend Move it! and Find it!
I also highly recommend you to watch the attached video – I show you some nice cinematics and kind of a short tutorial on how to place them.
