2011 Cim County Ford Crown Victoria
In an emergency situation, you can always rely on the Crown Victoria. Alameda (where Cim County) is based off of, has a few of these in the new livery, and these will be what they use in game (for a more uniform fleet).
Use Service Vehicle Selector or Service Vehicle Manager (my preferred utility) to set police/prison vehicles types for your stations/prisons.
Use Invisible Spawn Points to fine tune your spawning and create more realistic depots!
