This is based on Memphis City Hall, a modernist-style building constructed in 1967. It appears to wear its skeleton on the exterior and is located in the center of Civic Center Plaza.
It can be used as a generic office building. It doesn’t include RICO settings for office but you can add those on your own. It attracts more people as a regular park building.
