This building is designed to be placed on a slope, with the front of the building facing the top end of the slope. You can place it on flat terrain and then use terraforming to shape the landscape until you see the concrete basement texture. You can also place roads around it and adjust their elevation with the MoveIt mod to match the level of the basement.
