Accurate reproduction of the downtown and outlying areas using a lot of mods and around 980 assets.
I started with "Downtown Chicago" by Crazyglueit which is the best map and beginning point I could find, not to mention it had Jackson Park almost complete and very accurate. I then used an overlay to correct street locations, then began building the streets around The Loop and out to the edge of the map. I removed many streets that don’t exist and named all the real ones. There are still some fake streets and wrong street names, but not many and they are mostly well outside of downtown. Streets and highways are as accurate and as detailed as possible, as well as properly named. I’ve also named the districts accurately and set "no highrises" in the non-downtown ones.
Many of the iconic buildings downtown and around it are in their correct places, including United Center, Sears/Willis, Hancock, Merchandise Mart, Trump Tower, Grant Thornton Tower, Riverside Plaza, Lakepoint Towers, 1 N Dearborn, 111 S Whacker, 200 S Whacker, 300 N LaSalle, 311 S Whacker, 900 N Michigan, Water Tower Place, One Magnificent Mile, AMA Plaza, AON/Standard, Chase Tower, Board of Trade, Crain Comm., Franklin Center, Harbor Point, 1 Prudential, 2 Prudential, Kluczynski Federal Building, LaSalle/Field, LaSalle/Whacker, Monroe Plaza, Museum Park, Pittsfield, Reliance, Richard J. Daley, Riverbend, Sandburg Terraces, First National, Waterview, and I placed The Spire as well. They are all correctly and accurately RICO set. I also rebuilt the famous (infamous) Robert Taylor Homes on the south side and Cabrini Green on the north side using AJ3D’s buildings https://steamcommunity.com/id/AJ3D.
Police, Fire, schools, universities, and most hospitals are properly located. Most schools, unis, and hospitals are also named appropriately. Both baseball fields are in place, as is Soldier Field. I’ve substituted some warehouses and other massive buildings for other commercial/industrial buildings that don’t exist in the Workshop for appearance’s sake.
The entire CTA subway/metro system is as complete as the map allows, and as accurate as possible as far as locations and stop names. There are 40 bus routes done as accurately and realistically as possible.
As both Midway and O’Hare airports are off the map, I will rebuild Meig’s Field and add a subway to it.
Currently 600,000 population with 13,000,000 in the bank and a positive income.
You will need to fight crime. There are not enough real police station locations to provide Cities with enough coverage. Figures, lol. Fire is also on the lean side. You can build more of each or increase spending.
The game is at the limit of the number of buildings, so if you want to grow an area not already filled in by buildings you will need to pick an area the same size to remove all the buildings.

Also related to those limits, because of the MoreVehicles mod, be sure you have a mean machine or else cars and trucks will get stuck all over the map, blocking lanes and other vehicles, creating a real traffic mess. A 4GHz 12-core CPU will top out and have cars and trucks stopped at several places across the map even if you have despawning turned on. Also related to the MoreVehicles mod, you will likely get the common error "Object reference not set to an instance of an object [System.NullReferenceException] Details: No details" – when you do, pause the game between hitting the OKAY button on the error, and while paused, despawn all road traffic, then unpause the game.
