Since 1954, the Hong Kong Government has been building massive housing blocks in order to provide affordable housing for lower-income residents. Citizens can apply to rent a unit in Public Rental Estates, or buy a unit under the Home Ownership Scheme (HOS). HOS housing blocks have slightly higher standards and the units are larger in size. Nowadays, nearly half of the population lives in public housing estates.
Public housing blocks can be found in many places, especially in the New Towns in New Territories. Most of them are high-rise (over 35 storeys). Few blocks are usually grouped together and form a housing estate. Contrasting to the inner-city area, gaps between these blocks create an abundant amount of open space. It strikes a balance between high density and a livable environment.
To raise the construction efficiency, most of the public housing has standardised footprints and components are prefabricated. Cruciform, Y-shaped, and slabs are the most common forms. The New Cruciform Block is one of the most common types of public housing buildings. It is first built in 1987 and there are 223 of them in the territory.
