This map of Kesennuma has been long in the making, and even longer considering that I lost everything with the "Promenades and Plazas" update.
The city is located in Miyagi prefecture, on the north-eastern coast known as Sanriku. It started as a fishing village at the end of a lengthy bay and has very quickly developed into the fishing capital of Japan.
It was hit very hard by the 2011 tsunami and has since been trying to generate a new dynamic around its fishery and tourism.
I chose to recreate Kesennuma in Cities Skylines for several reasons.
1- For a long time now, I was interested in the tsunami hit region of Tohoku, the stories and the different avenues that each city takes to rebuild.
2- There wasn’t a coastal map that tried to marry mountains and sea that was satisfying to me.
3- Kesennuma is a city that has everything: flat plains, rolling hills, mountainous areas and an island, so you should find your pet peeve here and challenge yourself to something else if you want.
The map of Kesennuma has been made by creating a height map extracted from data I got from Japan’s Geospatial Information Authority. As such the topography is much more precise than anything else out there.
Because I wanted to have a topography that was as natural as possible, I removed all forms of land-reclamation, harbour builds and breakwaters. I managed to do this by finding a vintage map of Kesennuma that dates from 1949, hence the name of the map.
For the rest, google maps was my number one source.
Warning: tree count = 955,182 Tree Anarchy absolutely required!
All networks are there where they really are in reality, the only thing I added is a shipping lane on the eastern side of Oshima Island.
Highways: Sanriku Coast Expressway, Highways 45, 34, 284, 218 and 239.
Railways: Ofunato – Ishinoseki Line, and the no longer existing Ofunato – Ishinomaki Line (destroyed by the tsunami).

Unfortunately, Kesennuma doesn’t have many resources apart from fertile land, but for the purposes of the game I added some oil and ore.
Also, Kesennuma is famous for its Tuna, but due to the unique way that Cities: Skylines functions, it will now be famous for its Anchovies…

Have fun building on this map, even if the starting square is quite challenging. The map was made to be played with the 81 tiles mod but don’t be too quick to unlock it all!
