I changed the roads used from "Network Extensions 2" to the "4-Lane Two-Way Road without Parking" & "8-Lane Avenue without Parking" by Delta 5-1.
Required Mods:
BloodyPenguin – "Quay Anarchy" mod for placement. Once placed, you no longer need the mod.
Required Assets:
Delta 5-1 – "4-Lane Two-Way Road without Parking" & "8-Lane Avenue without Parking" assets.
