Or perhaps, the fire chief reminisces on how there will be an Aerial Tower coming to complement the Rescue and Pumper the Department recently purchased.

As the blimp casts its shadow over those cabbies stuck in their Yellow Cabs, they wonder why they didn’t just become a pilot and float over the persistent gridlock in the city.
