"EZ" utilities and services for those looking for an easier time progressing and unlocking milestones/achievements without breaking the game.

This is simply a buffed Police Headquarters:

Smaller size: 5×4
+25% more police cars (from 25 to 32)
+25% more police coverage radius (1200 to 1500)
+25% more jail capacity (20 to 25)

Half cost and maintenance
Worker count same as default
Prisoner sentence length same as default

Cost: 30,000$
Maintenance: 800$/week

European Police HQ model that is usable for all maps (Temperate, Boreal, Tropical, and European)
