"EZ" utilities and services for those looking for an easier time progressing and unlocking milestones/achievements without breaking the game.

This is simply a buffed High School:

Smaller size: 5×4
Larger student capacity to match universities (from 1000 to 3000)
Larger education coverage radius (1000 to 1500)

Half cost and maintenance
Worker count same as default
