Theme Editor Offsets Fix
Allows to change grass color offsets mith mouse wheel in runtime
Use mouse wheel to change offset text field value.
Use mouse wheel button to switch step (click within an offset text field) between 0.1 , 0.01 and 0.001
It also pollutes one corner of theme map to see pollution offset changes.
