Hard Times
Is your city too prosperous? Does the game feel too easy?
This simple mod changes the economy from very loose to very strict. Effects:
– All construction costs doubled
– All maintenance costs doubled
– Relocation costs as much as construction
– No refunds
This mod does not effect leveling or demand like the Hard Mode does.

Notes:
– I haven’t yet playtested this mod thoroughly. All feedback is appreciated.
– The mod changes the way the game feels. You won’t be able to build huge expansions to your city at once.
– Demand is not affected. Growth rate is mostly limited by your ability to expand.
– You probably need to use loans wisely.
– You probably need to have either higher tax level or lower level of services.
– Placing all services effectively and fine tuning the budget will be important.
– It’s very easy to go bankrupt right in the beginning. Begin with the minimum infrastructure.
