Bureaucracy Buearu by Spec. Tater

I just can’t seem to make enough HIghly Educated (Ed 3) jobs in my large cities. So I made some assets to see what happens if you saturate ed3 demand.

Added a lot of workers. Like, 200 or so High Ed workers.
Reducd the effect size and radius, and lowered the cost a bit.
