Version 0.7, work in progress.
Base terrain created via heightmap, 22kmx22km so the scale is a bit smaller than a standard heightmap, I did this to include more of the western suburbs in the playable area and to make the CBD grid slightly east of the starting square.
Map includes the Westgate Freeway with Citylink as your first highway offramp. The Monash Freeway (M1)/Citylink also exists in the East but due to lack of tunnels does not travel underground where it should.
To do:
Better coastlines and landscaping
Resources redistribution after testing
Highway interchanges need some tweaking
