This is a funeral car convoy following a hearse.
They drive to cemetary when someone dies
The hearse has been modified to carry only one dead person at a time (what kind of a hearse picks up 10 people anyway?)
This doesn’t replace the standard hearse, but adds a new variation that appears sometimes.
