1. No mods, no custom assets, and no deluxe edition buildings are used because I want the save file can be load normally by all players. Paradox plaza and Japanese garden are used. (Unlock Paradox plaza by registering a Paradox account and get Japanese garden by updating the game to the latest version.)
2. All Monuments are turned off although I have built all of them. Because I think they are somewhat unreal and a little overpowered. (If you want to turn them on you have to adjust the budget or turn off relative services, or the income will be negative. )
3. This save file is the final version of the city.
