The district style function does not grow the 1×1 and 1×2 homes (like in the 1st, 2nd and 3rd pictures above), so if you want to create poor neighborhoods you have to manually control the growth by demolishing what you don’t want and making what you do want historical. There are higher level 1×1 and 1×2 homes, so it’s a good idea to let a few grow and see…
