Emergency Lights Manager V2

This is a slight extension of the original Emergency Lights Manager mod, which was forked from boformer and Cryptkeepr. This mod adds the support of changing color for rotary strobes in addition to the other flares/lights that could be changed in the original mod.

What are rotary strobes used on?

They’re used on my Peterbilt Garbage Trucks, some CIMTrans vehicles, and Securitas vehicles. While those do not need this mod to change its color, some, listed below, need this mod to achieve the correct lighting flare.

Keep in mind that these flares, per Cities Skylines, are defined globally and are not available to change on a per vehicle basis.
